OFFICIAL F.I.P.S.e.d. RULES
"TROUT WITH
NATURAL BAIT"
ORGANISATION
-1- Official international competitions
must be organized by national federations affiliated to C.I.P.S.. The
organizing federation will be officially responsible for the competition in
question.
-2- Only those who are members of a national
federation affiliated to C.I.P.S. with their full annual fee paid for shall be
admitted; they are to be nominated by the federations they are members
of; the competitors who make up the teams of national federations must hold the
nationality of the latter.
An angler, who has already participated in a
World Championship or in an international competition representing a nation,
cannot compete for another nation.
The competitors must always be able to prove their nationality by means
of ID cards, passports or other documents to attest their identity. The identifying document shall be presented at the 1st or 2nd team managers' meeting.
Only teams
that are members of the national federations shall be admitted to World
Championships.
In order to apply for the organization of a
championship, the nation in question must have participated at least once,
during the past three years, in the championship that it proposes to organize.
A preview programme must absolutely be sent to
the secretary of F.I.P.S.e.d. before the end of November in the preceding year.
With the exception of the World Fishing Games, F.I.P.S.e.d.
can be responsible for providing the software program and all certificates and
classifications for prize-givings for all the championships; in this case, the
organising Nation shall meet all board and lodging
expenses (room, meals and closing gala dinner) for the person undertaking this work; the stay may begin
on the eve of the first day of practice and end on the day after the closing
dinner; F.I.P.S.e.d.
will be responsible for travel costs.
For all F.I.P.S.e.d. championships, the
organising Nation shall meet all board and lodging
expenses (room, meals and closing gala
dinner) for two members of the F.I.P.S.e.d. directive
committee; the stay
may begin on the eve of the first day of practice and end on the day after the
closing dinner.
A championship cannot be awarded to
a nation if the nation does not undertake to put live fish back into the water
after they have been counted and weighed (it is forbidden to kill fish).
The nation which organises a World
championship will be responsible for acquiring the trophies which will be paid
for by F.I.P.S.e.d.; the nation must provide 3 trophies for the team trials and
3 trophies for the individual trials; these trophies must have a plaque, on
which will be inscribed "F.I.P.S.e.d." as well as the place and date of the
championship. The maximum amount that F.I.P.S.e.d. will reimburse will be 300 €
for 6 trophies. F.I.P.S.e.d. will continue to provide the medallions.
Programmes and invitations for all
championships should only be given to nations which are members of F.I.P.S.e.d.
(no invitations should be given to clubs or individuals).
-3- Each
nation that is a C.I.P.S. member will be allowed to present only one team
composed of 5 anglers and 1 reserve who must be nominated before
the first draw.
No competitor will be allowed to participate as
an individual.
In the event of injury during a competition,
the first-choice participant may be replaced by the reserve member regularly
entered in official documents, although fishing tackle cannot be replaced. The
substitution shall be authorised by a JURY member.
-4- The
competitions must be organized in watercourses such as streams, torrents, etc..
It must be possible to fish along the entire width of the venue; the minimum
width allowed for a venue is 10
meters; the maximum width is 45 meters.
-5- As far as possible, the selected venue
must have analogous fishing conditions for all competitors. Interruptions in
the venue, such as power lines, bridges, etc., should be avoided as much as
possible. The venue must not represent any dangers for the competitors or the
spectators. The venue must also allow the performance of the angling procedures
without entering the water; in case wading is necessary to reach a part of the
venue, the wading place must be signalled and on that place angling will be
forbidden.
An
inspection of the venue, which may be selected for a championship, will be
carried out by one or more members of the technical commission or a competent
delegate nominated by F.I.P.S.e.d. and this inspection will take place during
the period of the year that the competition in question will take place in; the
inspection report will be presented to the Executive Committee of F.I.P.S.e.d.
for evaluation and decision; this decision will then be sent to C.I.P.S. for
information. The final approval or rejection of a venue by F.I.P.S.e.d. will be
transmitted to the candidate nation.
With regard to accommodation,
participating Nations will have two possibilities:
1- To choose the official accommodation proposed by the organising
Nation (optional).
In this case the conditions of
the stay will have to be made clear, i.e.:
- the price per night per person
for half board, depending on the number of persons sharing each room, whatever
the duration of the chosen stay (for this championship full board may be
decided upon); the participating Nation shall specify the dates of its stay
(the term "official stay" used by many Nations, starting on the Thursday, has
never appeared in any regulations, and therefore must not be used);
- the price of the closing gala
dinner.
The accommodation terms proposed to Nations must be approved by the Technical
Commission.
2- To find one's own
accommodation.
In this case participating Nations
are required to communicate this choice to the organising nation at the time of
entry (on ad hoc entry form).
In the two cases (participation
through or without the help of the official organisation), the contribution for
the entry fee is € 1100 including 8 closing
gala dinners and 6 fishing permits for the whole duration of the Championship
(the period of practice and the competition itself), insurance and sundry
expenses such as gifts, cups, trophies, etc..
With reference to the closing gala
dinner, be it a dinner with table service or a buffet dinner, participating
Nations shall have at their disposal a number of seats corresponding to the
number of gala dinner places reserved for them.
If no details about the accommodation have been
specified by the deadline set up by the organization, the participating nations will have
to deal with their own accommodation and then they have to pay 1100 € to the organization.
Any Nation that fills in an entry
form and undertakes to participate in a championship but then does not take
part must in all cases pay to the organising Nation the contribution of 1100 €. Nations failing to observe this rule
shall be forbidden from taking part in and organising future championships.
Organising Nations shall specify
in the programme of the event a list of hotels, lodgings, rooms and campsites
situated within a radius of 20
km.
All participating nations have
the obligation to inform the organizing nation about their arrival date at
least one week before the competition starts. Any absent nation (yet to arrive)
at the team managers' meeting shall be considered as WITHDRAWN and may not
participate in the championship.
The "TROUT WITH NATURAL BAIT" World
Championship will take place between the 15th and the 30th September.
-6- During
the competitions, the sectors must have a dimension that assures at least 15 meters for each of the
competitors angling in the sector (e.g.: if there are 12 participating nations,
the sectors must be 12 x 15 = 180 meters each). Each sector will be duly
separated and signalled with starting and ending signs. The angling ring of the
competitors must be well defined so as to separate it entirely from the
spectators; this may be achieved by the use of fences or ropes at an adequate
distance from the shore (a minimum of 10 meters is required); furthermore, it is
necessary to set up a corridor for the benefit of the competition officials
between the anglers' ring positions and the spectators.
The team managers, 2 per Nation, may enter their
teams' competitors' sector; the team managers shall wear a visible back-number
for identification, clearly indicating relative status. Only one team manager at a time
shall be allowed inside a sector.
The organization will place to the centre of
each sector a board stating the name of all competitors that are present in
that sector, their nationality and their number of catches with updating every
hour. Inside each sector, there must also be a place where the reserve rods may
be kept for the benefit of the competitors.
TEAM MANAGERS'
MEETINGS
-7- It
would be preferable for General Stewards to attend the Team Managers meetings.
If a team manager or a delegate of a nation is
absent at the draw, the operations of drawing lots will be performed by the
President of F.I.P.S.e.d. or by his substitute on his behalf.
1st meeting - Thursday afternoon or two days
before the first round
During the meeting, an international jury will
be appointed, in conformity with the provisions of article 25 of these Official
Rules. Subsequently, the following operations will be carried out:
1- Roll
call of participating nations;
2- Nations
will draw lots in alphabetical order to determine the call-up order of the draw
for the first round;
3- Various
pieces of information about the progress of the championship.
2nd meeting - Friday afternoon or eve of the
first round
Formation of five (5) GROUPS composed of one
angler in each national team participating and numbered from 1 to 5. For this
purpose, each Captain shall write the name of the components of its team on
five counterfoils provided by the organisers and will subsequently deposit one
in each of the five (5) dedicated containers. The composition of the five (5)
groups may be made by means of a draw of ping-pong balls numbered 1 to 5.
3rd meeting - the morning of the first round
Pairing, by draw, of the five (5) groups
constituted during the 2nd Captains' Meeting to the Sectors A, B, C,
D and E.
4th meeting - on the
afternoon of the first round
Notification of the results to the
participating Countries.
Considerations on the performance of the round.
5th meeting - the morning of the second round
Pairing, by draw, of the five (5) groups
constituted during the 4th Captains' Meeting to the Sectors A, B, C,
D and E.
DRAWING OF LOTS
-8- The drawing lots for each leg must be
carried out at least 120 minutes before the beginning of the competition, under
the scrutiny of the organizers and in the presence of all team managers or
delegates of each team, and the representatives of F.I.P.S.e.d..
-9- On
the venue, sector A must always be situated downstream.
-10- Team
managers will receive a back-number for each one of their competitors.
The back number by the captains should be green
(two team manager back-numbers shall always be provided) and the ones for the reserves should be red.
The back numbers by the competitors will be of different colours for each
sector (except green or red) or will be of a neutral colour with different
coloured lettering for each sector.
GENERAL RULES
-11- Competitors may reach the venue by their own
means of transport.
All competitors must be present in the middle
of the section assigned to them at least 45 minutes before the competition
starts. After the nominal call carried out by the general steward of the
sector, the competitors have 30 minutes at their disposal to carry out
preparative operations and to evaluate and examine their sector. An acoustic
signal will inform them when the 30 minutes are over; thereafter, the
competitors shall go to the centre of the sector, where the general steward
will start drawing lots for the competitors; the competitors shall go to the
chosen place to start the competition. An acoustic signal indicates the
beginning of the competition (refer to art. 23). After this signal,
no help with baits shall be given to competitors.
-12- There
must be one steward assigned for each competitor and a general steward for each
sector. The individual and general stewards must have full knowledge of the
rules of competition. The competitors of the organizing nation will be
controlled not only by their individual steward, but also by an additional
foreign steward, chosen among the present nations by drawing lots.
The individual steward must:
a- Control
the angling behaviour of the competitor he is responsible for.
b- Check
that the length of each catch corresponds to the allowed measure, of which the
competitors have been informed during the team managers' meeting (the
measurement may differ somewhat from one organizing nation to another). The
catches will be registered on a sector board (this board may be consulted by
all team managers).
c- For
each valid catch, he will give the competitor a token.
d- At
the end of the leg, he must accompany his angler to the middle of the sector,
where the registration of the number of catches will be made on the official
document (the check will be performed using the tokens given for each catch).
Before leaving the sector, the competitor must sign the official document for
acceptance of the validation of his catch. No complaints regarding the catch
will be accepted after the signing of this document has been made.
-13- The
competitors must observe all legal fish size limits, if they are in force for
the competition (national rules). These sizes shall be made public during the
team managers' meeting (and it is the team
manager's responsibility to ensure the competitors are informed). The
catch must be made without getting into the water.
-14- At the end of the two legs, no rests of bait
must be thrown into the water.
-15- The competition shall take place by sectors in
two legs of 3 hours each; in case of a forced interruption (e.g. a
thunderstorm), the leg will be considered valid providing it has lasted for at
least 1 hour.
-16- Each
competitor is expected to follow rules of the competition integrally.
-17- Only
single hooks without barb are allowed; if you use loading, it must be fixed at
least 5 cm
above the hook.
The deliberate foul hooking of fish
is forbidden.
The possession or use of echo sounders is prohibited,
including during training.
Floats may only be used if they do not support the
lead.
The end of the fishing line should not be
baited before it is mounted on the fishing line.
Extra bait may be obtained from the centre of
the sector, but if this is necessary, the fisherman must interrupt the fishing
and get it himself.
-18- Competitors
may keep and prepare as many rods as they wish, but they are allowed to fish
only with one rod at a time. Reserve rods must remain closed at the centre of
the sector (in an area defined by the organization); the rods may be baited and
ready to use, but not open.
-19- The
usage of the net is allowed only for the competitors and to allow competitors
land the fish.
-20- Competitors
are not allowed to receive outside help; only the team manager is authorized to
approach the competitors of his team and only to give verbal advice.
-21- 1 -
CATCH OF THE FISH
The fish may be extracted from the water only
by means of a keep-net (the fish must be netted in and
not out of the water). In case the bank of the river does not allow
the usage of a keep-net, the fish may be extracted from the water and caught by
the angler with the hands. The areas of the shore where the fish may not be
netted, must be indicated during the team managers' meeting.
FISH CAUGHT BY MEANS OF THE FOLLOWING METHODS
WILL NOT BE TAKEN INTO ACCOUNT:
a- the
fish is dragged onto shore after having been extracted from the water
b- the
fish hooks off before being taken and falls to the ground
c- the
fish is brought and placed onto the ground before being taken with the hands
d- the
fish touches the ground before reaching the individual steward's hands.
2 - CONTROL OF THE FISH CATCH
A-The fish is not hooked by the
mouth.
The individual steward orders the
cutting of the line (scissors movement made by his index and middle fingers);
the steward takes the fish and puts it back into the water. The catch will not
be counted.
B- The
fish is hooked by the mouth.
a- The
hook is visible and the mouth of the fish is closed. The steward gives his
authorization and the angler removes the hook from the mouth and hands over the
fish to the steward.
b- The
hook is not visible and the mouth of the fish is closed. The steward gives
indications to the angler by means of a scissors movement with his fingers to
inform him that he must cut the line and then give him the fish.
ANY ATTEMPT TO REMOVE THE HOOK WITHOUT THE
PREVIOUS AUTHORIZATION OF THE STEWARD WILL SYSTEMATICALLY LEAD TO THE FACT THAT
THE FISH IS PUT BACK INTO THE WATER, WITHOUT BEING COUNTED, UNLESS THE STEWARD
HAS ASCERTAINED THAT THE FISH HAS HOOKED OFF BY ITSELF.
3 - DELIVERY OF THE
FISH TO THE STEWARD
The steward is equipped with a landing net to receive the fish and check
that the length of fish caught complies with the legal measurement established
at the Captains' Meeting (this measurement may vary from one country to
another). After having handed over the fish, the angler is no longer
responsible for incidents that are due to manipulation and, if he desires, he
can continue angling.
In the event of doubts as to whether the size of the fish complies with
the legal measurement, the steward shall measure the fish using a "MAYATRUITE"
instrument. The measurement is performed from the lips to the extremity of tail
of the fish.
Only fish which has reached the minimum length established in the local
legislation shall be counted (the minimum allowed measure shall be defined
during the team managers' meeting).
The steward puts back the fish into the water
with the maximum precaution and care.
22- Competitors may move freely inside their
sectors, without disturbing the angling operations of the other competitors.
Inside the space allotted
to them, the anglers must move discretely and noiselessly.
Competitors may not cast a line and fish in a
neighbouring sector; in the same way, any fish caught in a neighbouring sector
shall not be deemed valid.
Photographers and cameramen are entitled to
enter the sectors, on condition that they do not disturb the competitors and
have been authorized by the individual stewards.
-23- The
first signal marks the beginning of the competition.
The second signal warns the competitors that
there are only 5 minutes before the end of the competition.
The third signal marks the end of the
competition; after this signal, no fish will count, unless it is totally clear
of the water.
The acoustic signals for the different phases
of the championships should be short; in all cases, the beginning of the signal
is taken into consideration.
-24- During the competition, individual
stewards assigned to single competitors shall stand behind the angler, on his
right or left side, in
such a way that they do not disturb the angler, but can still control the fish
caught by the angler assigned to them.
JURY
-25- An
international JURY will be appointed to examine any complaints lodged and to
apply sanctions as per these rules; the JURY will be made official during the
first team managers' meeting held on the eve of the competition.
The JURY will be composed of the
subsequent members:
- The President of F.I.P.S.e.d. or
the substitute nominated by him
- The General Secretary of
F.I.P.S.e.d.
- The members of the Executive
Committee of F.I.P.S.e.d. and of the technical, young and environmental
commissions that are present at the championships
- The delegate representing the
organizing nation, unless he is of the same nationality as the above mentioned
members, apart for the President of F.I.P.S.e.d. (or his substitute), who will
automatically be the President of the Jury.
If an infringement is made by a competitor or
by a team of the same nationality as a member of the JURY, the latter may not
vote (except if he is the President of the JURY).
The members of the JURY must wear a "JURY"
badge and they must be present on the competition venue to be able to receive
any complaints. A place where one or more members of the JURY always can be
found must be indicated.
-26- Any
complaints, except for those regarding the classifications, must be submitted
to the JURY within 1 hour after the end of the leg. The complaints may be
presented verbally, but they must immediately be confirmed in writing.
Complaints concerning the classification must
be made within 30 minutes after the official results have been published. The
time of publishing will be noted on the official result list. A deposit of 55 €
must accompany every written complaint submitted to the JURY. If the JURY does
not uphold the complaint, the deposit will be forfeited into the account of
F.I.P.S.e.d..
All infractions and warnings must be communicated
to the JURY, which is the only authority with powers to decide for or inflict
disqualifications. A competitor who is the object of a sanction, must be
informed about this immediately.
The JURY members and all general stewards must
make sure the rules are followed and they must have perfect knowledge about
their contents.
-27- The
rules which are published in the 2 official languages, shall be made available
for the JURY and the team managers by the organization of the Championship.
The international JURY will adopt its decisions
on a simple majority basis; in the event of a tied vote, the President of
F.I.P.S.e.d. or his substitute will have the casting vote.
All
members of the Executive Committee of F.I.P.S.e.d. must wear a personal badge
and they may circulate in the official corridor for managers and for those
responsible for the organization. The badge shall be valid only for the term of
office of the Executive Committee (4 years).
LIST OF SANCTIONS
-28- The sanctions are as follows:
a) Warning
for the infringement of articles 11, 19,
20, 21, 22 and 23.
b) Disqualification
for the infringement of articles 17 and 32 and after a second warning
for the infringement of articles 11, 19,
20, 21, 22 and 23.
c) If
an angler is disqualified, a number of points equal to the number of
participating nations + 1 will be assigned to him. If an angler is
disqualified, the anglers which follow him in the classification, will keep
their original placing (for example: X that was qualified 8th is
disqualified, the subsequent anglers will keep their places and will mark 9
points, 10 points and so on).
d) If
a nation receives a warning, this will be noted in its file and remain archived
for a period of 3 YEARS. In the case of a new infringement during this 3 YEAR
period, this will be considered as a relapse and the JURY will make its
decision taking this relapse and the list of sanctions into consideration.
e) If
a competitor receives a warning, this warning will be noted in his file for a period of 3 YEARS. In the case of a new infringement, this
will be considered a relapse, and the JURY will make its decision taking this
new infringement and the list of sanctions into account.
f) The
F.I.P.S.e.d. directive committee will have the authority, both during a
competition and subsequently, to impose sanctions on fishermen, captains or
reserves if they commit infractions or behave in a bad way, also if these
infractions are not specified in the official regulations.
-29- The
members of the Executive Committee of F.I.P.S.e.d. may access the competition
venue and make notes of any infringements of the rules.
-30- 1 -
SECTOR CLASSIFICATION
In each sector, the classification will be
performed considering the following aspects:
a-
the
highest number of catches (in case a fish is caught contemporarily by more than
one competitor, the catch point will be shared equally between them; ½ catch
point each if there are 2 anglers on the same catch, 1/3 catch point of there
are three competitors on the same catch)
b- In
case of a tie in catches, the competitors will be classified equally in the
sector and they will mark a total number of penalties equivalent to the average
of places they should have taken (example 1: two competitors who occupy the 4th place equally will mark (4+5):2 = 4.5 penalties each; example 2: three
competitors on the 6th place will mark (6+7+8):3 = 7 penalties each.
2 - TEAM
CLASSIFICATION
A - FIRST LEG
a- Sum
of the placing obtained in each sector by the competitors belonging to the same
national team.
b- The
national team with the lower number of penalties will be classified as first
and so on.
c- If a tie exists, the teams will be classified
first according to the highest total number of catches realized by the members
of the team and, if a tie still exists, they will be classified according to
the highest number of catches made by a member of the team. If the situation is
still tied, teams shall be ranked on the basis of the second largest number of
fish caught by a competitor, then the third, and so on.
B - SECOND LEG
The classification is performed in
the same way as during the first leg.
3 - GENERAL CLASSIFICATION
a- The sum of the penalties obtained during the
two legs; the national team with the lowest number of penalties will be
classified 1st and so on
b- If
a tie on points occurs, the national teams will be classified first according
to the highest total number of catches made by the competitors in the team
during the two legs, then, if a tie still exists, on the highest number of
catches made by a competitor in the team. If a tie still exists, the teams will
be classified according to the highest number of catches made by all
competitors in the team during the 2nd leg.
4 - INDIVIDUAL
CLASSIFICATION
a- Sum
of the penalties obtained during the two legs; the competitor who obtains the
lowest number of penalties will be declared individual World Champion and so
on.
b- If
a tie on penalties occurs between two or more competitors, they will be
classified firstly according to the highest number of catches made during the
two legs, then according to the highest number of catches made in each of the
two legs and, lastly, in case a tie still exists, according to the highest
number of catches made during the second leg.
-31- The
classification will be carried out by the organization in the presence of the
President of F.I.P.S.e.d. or his representative, and possibly also together
with components of the JURY.
LENGTH OF THE RODS
-32- The length of the rods is limited to 10.20 meters.
"CIVIL LIABILITY" INSURANCE
-33- IT IS
AN OBLIGATION for Organizers to take out a "CIVIL LIABILITY" insurance to
cover the organization of all legs; a certificate issued by the insurance
company, in which it is certified that all legs are covered by a "CIVIL
LIABILITY" contract, must be handed over to the President of F.I.P.S.e.d. two
months prior to the competition.
TRAINING
-34- No
official training may take place outside the official competition venue.
The competition venue shall be available as
follows:
a- The
venue will be closed from Sunday evening preceding the Championship
b- 1 day of training (Friday, without fish being
introduced. - The introduction of
new fish, if any, shall be effected at the end of training, and shall be evenly
distributed among all sectors)
c- 2
competition days (Saturday and Sunday).
-35- The angling will be carried out with the "NO
KILL" system and the only baits allowed are HONEY MOTHS (Galleria Mellonella)
and the EARTHWORMS (Annelide Oligochete). Artificial baits such as imitation of
maggots, silkworms, moths, bloodworms, earthworms, etc. are prohibited.
-36- It is
strictly forbidden to place competitors within a minimum distance 25
meters on
both sides of any electrical plant (electric power lines, transformers,
trellises, etc.).
RULES IN CASE
OF A THUNDERSTORM
-37- 1 -
WHEN THE THUNDERSTORM BREAKS OUT BEFORE OR DURING THE PREPARATIONS
No angler is allowed to enter or stay in his
position or to prepare his material; a signal marks the postponement of the
entrance into the angling area or the stop of the preparation phase. If the
weather conditions so allow, and within the limit of the schedule, the
competition may be regularly performed or may be reduced in time (in any case,
the competition must last at least one hour).
If the weather conditions do not improve or if
the schedule does not allow the competition to take place, the leg will be
annulled quite simply (based on a decision taken by the Jury).
2 - IF A THUNDERSTORM BREAKS OUT
DURING THE LEG
The leg is immediately interrupted (a special
signal will be emitted by the organizers) and all competitors must take cover.
If the weather conditions so allow, the leg will continue and a signal will
inform the competitors that they may return to their positions; another signal,
5 minutes later, will authorize the competitors to resume the angling.
The duration of the leg may be reduced if the
time available according to the program does not allow the competitors to
complete their planned 3 hours of angling.
ADVERTISING ON
BACK NUMBERS
-38- Advertisements
are not obligatory.
The size of the advertisement characters on the
back numbers must not exceed a height of 6 cm; this kind of advertisement will be
authorized only on the lower part of the back number, both on the front side and
on the back side.

F.I.P.S.e.d. AND C.I.P.S. fees
-39- A contribution of 120 € must be made
by each participating nation and this fee will remain at the disposal of
F.I.P.S.e.d., whereas the sum of 400 € paid to the organizing nation, will
remain at the disposal of C.I.P.S. (to be paid to the C.I.P.S. treasurer).
OPENING CEREMONY
AND PRICE AWARDING CEREMONY
-40- The
opening ceremony and the presentation of the teams must take place on the eve
of the first leg.
The first 3 teams and first 3 individual
competitors will receive, officially, GOLD, SILVER and BRONZE medals. In conformity
with the International standards, the awarding of the prize will be accompanied
by the corresponding National Anthems and the raising of the winning nations'
National flags. The medals will be offered by F.I.P.S.e.d. and they will be
handed over by its official representative.
All other forms of acknowledgement will be
distributed equally among the participating nations. All participating nations
must bring with them their flag and a cassette with a recording of their
anthem.
During the course of the ceremony announcing
the official results, the winning Nation may be represented on the podium for
the handing out of medals and playing of the National Anthem by up to 9
persons.
